Abstract

Corruption is a social phenomenon, which leaves devastating effects on society. It threatens the fundamental values of society and causes social crisis. The transition process, that engulfed croatian society, took place without the supervision of institutions and control mechanisms, which opened the possibility for the spread of corruption. Therefore there was a need for anticorruption strategy. It can not be implemented without the ''critical mass of political will '', which can be reached from the outside - due to pressure from foreign policy to domestic government in the case of association or membership in an organization. This work analyzes the anticorruption strategy in the Republic of Croatia which exist since 2002. The fundamental question of this paper is whether the anticorruption strategy was an independent decision of the Republic of Croatian because of the social crisis or was the decision influenced by some other circumstances. It turned out that the decision was made under the influence of the European Union to fulfill the political criteria for entry into that community, so ''a critical mass of political will'' came from outside.
