Abstract
In 1920s Zagreb was important industrial and finacial center of Kingdom of Serbs, Croats and Slovenes. Many young people went to Zagreb to find a job. Especially girls and women from rural parts of the state came to Zagreb to work as household servants. In 1920s most of servants were female. Their position was regulated by the outdated legal act Servant's order in cities from 1857, whose ordinances were often at the expense of the household servants, and was also in effect in the 1920s. Household servants were not treated as equivalents with the rest of the working class and due to the lack of legal protection they were often exploited by their employers. With the development of the wlfare state with the public welfare authorities in the 1920s, the seeds of change in the treatment of household servants had been sown. However, the final improvement of the position and legal protection of household servants will only be reached in the mid- thirties with the adoption of the Protection of Household Servants law.
