Abstract

The general objective of this paper is to examine the possibilities of democratizing local decision-making on spatial planning and the activities of civil society organizations as participants in this process. Public participation in spatial planning processes is understood as the participation of all relevant stakeholders in all phases of the process. However, the prerequisite for non-professional public participation in these processes is knowledge of the legal framework within which spatial planning takes place, as well as the structure of participants and participatory mechanisms available to citizens, along with general knowledge in spatial development issues. As one of the important functions of civil society in the improving of social, economic and political processes is precisely the one of socialization-education, the aim of this paper is to examine the possibilities, boundaries and perspectives of the civil sector in Croatia in developing discourses and sensitizing the public about the necessity of participating in decision-making processes on shaping the built environment. The first part of the paper deals with the contextualization of the practice of spatial development and spatial planning at the level of the modern city in general, as well as in the Republic of Croatia. Since it is assumed that democratization of spatial planning implies a vision of a political, social, economic and ecologically just city, the paper is theoretically relying on the conceptual framework of „the right to the city“. The second part of the paper examines the activities and effect of the Right to the City Zagreb movement / association and the Pulska grupa civil initiative, ie the methods and tools that these organizations use in the transfer of the knowledge necessary for the informed and responsible participation of the competent and organized interested public in the spatial development processes.
