Abstract
The paper discusses basic ethical problems of imposing technological risks to social milieux as well as the basic mechanisms of structuring public in the risk situations. The problems of impossibility to reach equal distributions of risks in a milieu are posed, and ethical dilemmas of the expert judgments are emphasized as well as the problems of the communication of risk situations. Different meanings of the concept of *public* are discussed and the emphasis is put on the division of the public in risk situations - to the local and larger, more active and more passive public. The importance of the conjunction and context as significant variables in forming concrete types of public is pointed at.
