Abstract
In this paper, the authors deal with the project of the one-rail
underpass in one of the "collective new settlements" – Trnsko
in Zagreb and the discrepancy that exists between the plans
and reality in the use of the existing space. The recently
finished plan for the underpass, as well as the plan for the
new park area to be organized around the underpass, came
into conflict with the existing and – for many years – lasting
practice of local inhabitants who, through time, have transformed
that area for their private use (gardening, vegetable
growing, socializing, etc.). The methods used in this analysis
were observation and interviews with a number of inhabitants
on the spot. The analysis showed that the new situation
imposed by the new project will destroy the existing practices
and – through urban ideas – set up "a new order", in the
sense that the planning order is always more acceptable and
more "right" than the spontaneously emerged one.
