Abstract
Human resource management rests on the idea that people are one of the most important resources for organizational success. Considering their goals, organizations can generaly be divided into profitable and non-profitable. Terroristic organizations are classified as non-profitable organizations. Both for terrorist organizations, as well as for business, managerial functions of obtaining, educating and motivating are essential to filling their staff. The strategic behavior of the organization and its internal and external communication in the process of recruiting and motivating, as well as the adoption of organizational rules, values and goals can be successfully explained by the approach of sociological theories. Terrorist organizations have proven to be skilled in the promotional activities such as advertising, publishing advertising flyers, posters or calendars, as well as in the propaganda communication to the general population, with the aim of attracting new members. It has also been shown that some of the terrorist organizations pay close attention to the strategic importance of human staff and, accordingly, they also have well-developed methods and criteria for choosing the preferred candidates. In doing so, it seems that human resource management in Islamist terrorist organizations is more elaborated than the management of secular organizations, which seem to have no strategic criteria when filling their cadres.
